EPY: Manual Check Adjustment Are Not Calculating Taxable Gross for Withholding Tax (Doc ID 2939740.1)

Symptoms

Manual check adjustment are not calculating taxable gross for Withholding Tax after applying Tax Update 22-E.

We have applied Bug 34851508 that was targeted for PI #45 and retested. The results are the same and the manual check adjustments are not calculating the taxable gross for withholding as expected.


The issue can be reproduced with the following steps:
1.   Apply Bug 34751508
2.   Setup earning code ie. "PYT" that does not add to gross, maintain earnings and is "Subject to FWT" - Set Up HCM>Product Related>Payroll for North America>Earnings and Compensation>Earnings Table
3.   Include it in your earnings program - Set Up HCM>Product Related>Payroll for North America>Earnings and Compensation>Earnings Program
4.   Setup a general deduction code ie. "PYTDED" - Set Up HCM>Product Related>Payroll for North America>Deductions>Deduction Table
5.   Setup the general deduction code as "Flat Amount" - Set Up HCM>Product Related>Payroll for North America>Deductions>General Deduction Table
6.   Add an off-cycle paysheet - Payroll for North America>Payroll Processing USA>Update Paysheets>By Paysheet
7.   Enter the EMPLID, check on "Manual Check" and leave the total gross and net pay blank
8.   Enter in "PYT" in other earnings with an amount of .57 and ensure the okay to pay is checked on
9.   Click on the One-Time Deductions and enter the general deduction "PYTDED" as an additional with an amount of .57
10. Run the payroll calculation for the off-cycle paysheet - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
11. Verify the review paycheck taxes and it does not show the Withholding taxable gross on the manual paycheck - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
