Symptoms
While executing a PTF script, File.download step does not execute as expected.
When trying to download a file from the PeopleSoft page, it tries to save the file on the local machine but does not save it. It waits on the Save page and errors out.

The issue can be reproduced at will with the following steps:
1. Launch PTF client.
2. Record a test script that includes a File.Download step.
3. Execute the test script.
4. Observe the synchronization error message.
