Mass EFC Calc Requires Row In Institutional Application Tables To Perform IM EFC Calc (Doc ID 2940436.1)

Symptoms

For the 2023-2024 Aid Year, in order to run the Mass EFC Calc for an Institutional Application, the process requires a row in institutional application tables to perform IM EFC.

In the past aid years, the requirement for a row to be in INST_CONTROL didn't exist.  Instead, an override to the student and parent contribution could be made and calculated without requiring a row in INST_CONTROL. The business process to create an IM EFC is to require the profile application in the first year only and then the IM PC, SC, and EFC are rolled over from that year to the IM Extension record on the ISIR in subsequent years. Once the ISIR is received, the data is inserted to the IM Extension page by using the "Use Override" checkbox.


The issue can be reproduced at will with the following steps:
1. For a student who has just an ISIR but no Profile, navigate to Financial Aid --> Federal Application Data --> Correct 2023-2024 ISIR records. Once in the page, click on the IM link on the 2023-2024 ISIR Record.
2. Choose the Option Rule Set that is set up to calculate an IM Calculation.
3. Choose Profile or Institutional as the Application Source.
4. Click on the Override Institutional EFC link.
5. Click on the Use Override Default checkbox and enter an amount in the Academic SC, Academic PC, and the Academic EFC will default with the combined value of the SC and PC.
6. Click OK to get back to the sub-page. Click OK to get back to the main page.
7. Once back on the main page, click on the Calc EFC button.
8. When the EFC Calc returns, click on the Need Summary like and note that there is not an EFC for the Institutional Need Summary details.
