EPY: Employee Tax Distribution Is Not Populated When New Employment Instance Has The Same Effective Date Of The Hire. (Doc ID 2940458.1)

Symptoms

After Tax Update 22-E, when a new employment instance is created with the same effective date of the hire, the tax distribution does not populate the State, Locality and Percent of Distribution data elements. The values are left in blank.


Steps to reproduce the issue:

1. Hire an Employee (Empl Rcd 0):

   Effective Date: 02/01/2023

2. Navigate to Payroll for North America > Employee Pay Data USA  > Tax Information > Update Tax Distribution:

    Employee Tax Distribution is automatically created on Empl Rcd 0

3. Create a new employment instance using the same Effective Date of Empl_Rcd 0.

4. Navigate to Payroll for North America > Employee Pay Data USA  > Tax Information > Update Tax Distribution:

 The tax distribution for the new Empl_Rcd is created with State, Locality but Percent of Distribution as blank.
