Symptoms

When attempting to add grades in the Grade Roster the following error occurs:

The issue can be reproduced at will with the following steps:
1. Go into grade roster using Enrollment and Records ->Grading -. Grade Roster and try to enter and save grade
2  Error is produce - Invalid Value - press the prompt button or hyperlink for a list of valid values (15,11)
3. Click the prompt button and the list of values is empty
