Pell COA Amounts Much Lower than Expected After Manual Insert of Budget Item Row on Student Budget Maintenance

Symptoms
On Student Budget Maintenance, when manually inserting a new budget item row, for a category and item not previously assigned, the amounts initially populated for Pell and Pell Less than Half Time are much less than expected, in at least one specific scenario. The full scope of the issue, and other scenarios where it may present, is not immediately clear.
The specific case reported and tested so far is with manually assigning a budget item for a trailing non-standard (summer) term. According to the new streamlined logic first introduced with the budget fixes in CS 9.2 PUM Image 20, assuming there is only one non-standard term, and the Financial Aid Load is not 'No Units', the Pell amounts assigned should be the full amounts specified in the budget item setup. However, the actual calculated amount is much less than expected. It is not clear exactly how the page code is deriving the amounts, but it is somewhat close to the older method of using a ratio of budgeted to base weeks, logic which is supposed to be obsolete since Image 20.
The issue is not seen when using the on-line (Create Student Budget) or batch budget processes, which both assign the correct/expected amounts for the same described use case.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Budgets > Maintain Term Budgets > Student Budget Maintenance for a student previously and programmatically (not manually) assigned a budget for the non-standard (summer) term.
- Compare the amounts assigned in the 'Pell Amt' and 'Pell Less Half Annual Amount' columns and note these match the amounts in the setup for the same items: Set Up SACR > Product Related > Financial Aid > Budgets > Budget Items > Create Budget Items
- Back on Student Budget Maintenance, add a new effective dated row in the Budget Group section and one or more new budget category rows in the Budget Item section.
- Populate the Item Code and note the amounts that populate for 'Pell Amt' and 'Pell Less Half Annual Amount' are much less than the setup amounts for those items.
