EPY: Unable to Create a New FDM_COMBO_CD That Has The Same Chartfield Details as an Existing FDM_COMBO_CD

Symptoms
We created an old Combo Code "NRP000644" with chartfield values as a one-time use. After we finished using it, we went ahead and insert a new effective date of 07/01/2016 and inactivated it.
When we created a new combination code with those same chartfield values again for another one-time , the system is giving the following error:

The set of ChartFields being added exist and are assigned combination code NPR000644 (1500,600).
The ChartFields already exist within the Setid and Process group provided.
The issue can be reproduced with the following steps:
1. Add a brand new combination code ""NRP000644" for an one time use - Set Up HCM>Common Definitions>ChartField Configuration>Combination Code Table
2. Go back and "Inactivate" the combination code after use
3. Add a brand we combination code with the same ChartField information as combination code "NRP000644" and the error is generated
