EPY: Deduction Differences Between DB2 & Oracle

Symptoms
During the Payroll Validation testing, we notice that deductions are not the same between DB2 and Oracle.
On the deduction table, the codes are setup with the same priority numbers. All employee deduction codes on paycheck add up to the same net amount but have a variance in the individual code amount.
The issue can be reproduced with the following steps:
1. DB2 has DEDCD 56600B
2. Oracle has DEDCD 56600A
3. Both amounts for $1.45
