E-CA: After Creating a Delta Change Package With Change Assistant It's Not Visible for Selection to Apply (Doc ID 2941733.1)

Symptoms

On : 8.59 version, Change Assistant

Defined a tools Delta package in HRPUM image 45 as we just did a tools upgrade to 8.60.04. then created the package in CA 8.59.14 (same version as PUM) also tried to create the package using CA 8.60.04. Package created successfully and can be seen in the CA download directory

The package created however is not seen as available to apply to database in CA
