In Item or Product Availability Page, if a Part Quantity is Returned, the Item Availability Details do not Correctly Reflect the Supply Quantity

Symptoms
In Item or Product Availability Page, if a part quantity is returned, the Item Availability Details do not correctly reflect the Supply Quantity.
Note: In the Replication Steps, User Details / Company Names / Addresses / Emails / Telephone Numbers / Etc. are fictitious (based upon made-up data used in the Oracle DEMO Environments), any similarity to actual persons, living or dead, is purely coincidental and not intended in any manner.
The issue can be reproduced at will with the following steps:
1. Navigate : Items > Manage Inventory > Review Inventory > Balance Info > Item or Product Availability > US010-10000
Pick one of the PO line to create the receipt (PO ID: US001- 0000000017 Sched Date 8/31/2020 Supply Qty : 2400)
2. Navigate : Purchasing > Receipts > Add/Update Receipts
Create the receipt
Enter the putaway location
Save
Receiver ID : 0000000175
3. Navigate : Inventory > Manage Inventory > Analyze Inventory > Review Transaction History > US010-10000
Putaway is created for quantity 2400
4. Navigate : Items > Manage Inventory > Review Inventory > Balance Info > Item or Product Availability > US010-10000
Starting Qty Available : 14974+2400=17374
PO ID: US001- 0000000017 Sched Dt 8/31/2020 Supply Qty : 2400 does not exist
This is correct
5. Navigate : Purchasing > Receipts > Add/Update Receipts
Open Receipt > 0000000175
Change quantity from 2400 to 1400
Save
6. Navigate : Inventory > Manage Inventory > Analyze Inventory > Review Transaction History
020 Putaway (-1000 qty) created
7. Navigate : Inventory > Manage Inventory > Review Inventory Balance Info > Item or Product Availability > US010-10000
Starting Qty Available : 17374-1000 = 16374
Issue : Supply Qty of 8/31/2000 is 2400 instead of 1000
