EPY: A New Row is Created With Today's EFFDT in Direct Deposit When the User Hits the Save Button Without Making Any Changes in Self-Service Direct Deposit

Symptoms
It is observed that a new row is created with today's effdt in Direct Deposit when the user hit the Save button in Self-Service Direct Deposit without making any changes to the page.
Steps to reproduce the issue:
1. Navigator > Payroll for North America > Employee Pay Data USA > Request Direct Deposit > Request Direct Deposit
Log in to PeopleSoft using an admin id and navigate to the following page and verify the latest Direct Deposit entry for the Empl ID. The employee has the latest row as of 2/23/2023.
2. Navigation: Fluid Employee Self Service > Payroll Tile > Direct Deposit
Log in to PeopleSoft as user Empl ID and navigate to the following page and verify the latest Direct Deposit entry for the Empl ID. The employee has the latest row as of 2/23/2023.
3. Open any one of the accounts, which will open in a pop-up window.
4. On the pop-up window, don’t make any changes in the form, and only hit the “Save” button on the top right corner.
5. It is observed that the direct deposit account information is saved, even when no changes are made to the form.
6. Navigator > Payroll for North America > Employee Pay Data USA > Request Direct Deposit > Request Direct Deposit
Re-log into PeopleSoft using the admin id and navigate to the following page and verify the latest Direct Deposit entry for the Empl ID. The employee has now the latest row with today's effdt.
