Symptoms
Deletes all lines from eProcurement requisition and tries to add new line results in SQL error.
The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement > Create Requisition
2. Add two special request items
3. Go to Checkout page
4. Select both items and Delete
5. Add special request item
6. Click Add
Issue : Receive an error
