EPY: Primary Pay Group (on the Update Payroll Options page) Gets Incorrectly Updated When a History Row Is Inserted to JOB (Doc ID 2943633.1)

Symptoms

The user is processing a retro salary revision.  As a result, historic rows were inserted to Job Data.  The EE primary pay group (i.e. on Update Payroll Options) gets updated to the pay group of the inserted historical job row when the pay group is different on current job row vs inserted job row.
It was expected the Primary Pay Group to stay the same if there is no pay group change on the current job row.  The system should be able to recognize the inserted job rows are for historic update and not to update the current Primary Pay Group on Payroll Option.

Steps to replicate:
1) On a Job record (Workforce Administration > Job Information > Job Data) that has at least two rows, insert a row to input a historical row (must use correct history)
2) On the new row, set the Pay Group on the Payroll tab to a value different than the currently active row
3) Save the record
4) Verify on the Update Payroll Options page (Payroll for North America > Employee Pay Data USA > Update Payroll Options) for the employee that the Pay Group is the one used for the historical row added in step 2 and not the one from the current row
