E-WF: User's Notification Preference Is Removed By The Notification Configuration Change (Doc ID 2943994.1)

Symptoms

When a user sets their own Notification Preferences, if administrator updates anything on the Notifications Administrator page, the user's preferences is cleared.

The issue can be reproduced at will with the following steps:
1. Navigate to PeopleTools > Notifications > Notification Administration > Notification Settings, configure Notification FAP, and give user Allow Preferences and set Email to Enabled by Default.
2. Login as one user and navigate to My Preferences > Notifications to Disable Email for FAP.
3. Navigate to PeopleTools > Notifications > Notification Administration > Notification Settings and configure Notification FAP, and add one more security row such as Role security with Role of PeopleSoft User.
4. Login as the previous user and check My Preferences > Notifications and observe Email is Enabled for notification FAP.
