Symptoms

Payroll calculation is producing incorrect amount for earning code "TWH".

Time and Labor is loading 2 units to payroll based on a rate of 50.00 that should be $100.00 but it is only indicating $50.00

The issue can be reproduced with the following steps:
1. Create a rate code "TWH" that is indicated as a Flat Amount - Set Up HCM>Foundation Tables>Compensation Rules>Comp Rate Code Table
2. On the employee's JOB Data indicate the rate code "TWH" in Compensation with a rate of 50.00 at a frequency "Bi-Weekly" - Workforce Administration>Job Information>Job Data
3. Load the time from T&L that indicates the unit of 2 for TWH - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Load Time and Labor
4. Verify the payline has the 2 units tied to earning code "TWH" populated - Payroll for North America>Payroll Processing USA>Update Paysheets>By Payline
5. Run the payroll calculation - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
6. Verify the review paycheck that shows $50 with no units instead of 2 units at $100.00 - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
