EPC 9.2: Is There a Way to Populate Desired Values For Fields ROW_NUMBER_5 and WBS_ID On Project Activity When Interfacing via Third Party?

Goal
When adding new Project-Activities to table PS_PROJ_ACTIVITY using the Excel-to-CI interface for component interface PROJECT_INTFC_ACT, Is it possible to assign specific intended values to the fields ROW_NUMBER_5 and WBS_ID?
Background: the Excel template for component interface PROJECT_INTFC_ACT allows for the population of the Data Input sheet to include the field WBS_ID. The field ROW_NUMBER_5 is not available in the Excel file. The Submit Data option loads to the table PS_INTFC_ACT_GEN. The App Engine PC_INTFC_GEN is then used to send the data from PS_INTFC_ACT_GEN to PS_PROJ_ACTIVITY.
When adding new Project-Activities, App Engine PC_INTFC_GEN contains code to populate ROW_NUMBER_5 in PS_PROJ_ACTIVITY starting with the number 1 for the first row and incrementing by 1 for each successive row for that Interface ID. If multiple Interface IDs are used to populate PS_PROJ_ACTIVITY, then multiple rows will have ROW_NUMBER_5 populated with the value 1. PC_INTFC_GEN also has code to populate WBS_ID starting with the maximum WBS_ID plus 1 for the BUSINESS_UNIT and PROJECT_ID, regardless of what was sent in the Excel-to-CI.
Here’s why this matters: when creating financial transactions in several PeopleSoft modules (for example, GL, EX, PO), the lookup for Project-Activity uses the view PS_PROJ_ACT_FVW and is sorted first by ROW_NUMBER_5. The need is to be able to manipulate the values held in ROW_NUMBER_5 and WBS_ID in order to display the lookup in a sort order that makes sense to the end users and for proper recordkeeping.
