Unable To Calculate Flat Fees For Students With 0 Billing Units When Term Fees is Set to Calc by Session

Symptoms
On : 9.2 version, Fee Calculation
When a term fee is setup to "Calc By Term" flat fees for students with 0 units - 999 units students all students who have been term activated will be assessed the flat fee.
However when a similar term fee is setup to "Calc by Session" the students are not assessed the flat fee unless they are enrolled within the session.
The issue can be reproduced at will with the following steps:
1.Student Financials > Tuition and Fees > Calc Tuition
