Symptoms

When attempting to readmit a student into a plan for the new effective dated row on the plan table the following error occurs:

The issue can be reproduced at will with the following steps:
1. Navigate to Set Up SACR ->  Foundation Tables -> Plan Table  an Inactive a plan
2. Create and Activate a new plan
3. Query a student that was discontinued before the original plan was inactive on the Student Program/Plan Table
4. Readmit the student
5. Note there is no error stating the program is no longer active
6. Other students get an error stating the plan was inactive.
