Symptoms
1) Use the PeopleTools 8.60 (and later) PT-INFRA DPKs to apply CPUs on an existing PeopleSoft installation on a Microsoft Windows operating system.
To apply CPUs on an existing installation, you run the DPK setup script with the option --apply_infra_cpu.
2) The DPK setup script applies the CPU, but then hangs at the step to start the PeopleSoft domains.
