Message Advising Employees That Life Event Must Be Completed within 30 Days of Qualifying Event Is Not Displayed When Continuing the Life Event

Symptoms
The following message appears on the Life Events selection page when an employee is starting a Life Event but not when continuing one already in progress:
Steps to reproduce the issue:
1. Employee navigates to Employee Self Service home page > Benefit Details tile > Life Events tile.
2. Employee selects a Life Event.
3. Note that message "The Life Event must be completed within 30 days of your qualifying event or you will not be eligible to change your Benefit elections." displays.
4. Employee enters the date of the Life Event and starts the Life Event.
5. Employee exits the Life Event to continue later.
6. Employee returns to the Life Event page to continue the Life Event.
7. Note that message does not display.
