Symptoms
Related Content Implementation for HR Processing missing in fluid PAR (NFC)
Steps to reproduce the issue:

1. Login as Admin
2. Navigate to Peopletools > Portal > Related Content > Manage Related content
3. Search for Create/View Personnel Action
4. Configure Related action for Page GVT_JOB1_FL page with below details
5. Select position_nbr field as mapping data.
6. For Menu Option, Select position nbr field.
7. Click OK and save.
8. Once saved. Return to manage Related Content service and Add for another CREF.
9. Select Page field Position Number as Service parameter and Menu Option
10. Click OK and save.
13. Main menu> WorkForce Administration > Job Information > Personnel Action USF
14. Search for Employee
15. Click on Search result row
16. Click on Create Personnel Action button
17. On the popup page Enter Action,Action Reason and Nature of Action Code and click on continue button
18. On the Activity Guide > Data Control Tab
19. Enter Authority and click next,next to Go to Job Related Data step
20. No Related Action is displayed next to Position Number field.
