Symptoms
Fluid Job Data transactions going to In-Progress Status When Self Approval enabled For New and Correction Transactions instead of Approved status. From Job Actions Summary showing as In-Progress and none of Approvers can see the Transaction to Approve.
Steps to reproduce the issue:

1. Workforce Administration > Manage Human Resources > Click on Manage Job Tile > Click on Create Job Action
2. Select Action : PAY and Action Reason : ADJ
3. Click on Continue and do Salary Change, Validate and Submit. After submitting it was Self Approved.
4. But when checked in Job Actions Summary , it shows in progress transaction.
