Direct Loan Attendance Cost Shows Zero on Application Financial Tab After Running Loan Origination (FAPLBOG1) and Direct Loan Outbound (FAPDLOUT); 2023-2024 AID YEAR COD UPDATE Has Been Applied

Symptoms
Direct Loans awarded for Aid Year 2023 or later are originated with Direct Loan Cost of Attendance of 0, as displayed on the Application Financial tab of the Manage Direct Loan Application component. If not corrected, the loan records will be sent to COD with the zero value in the <DIRECTLOANATTENDANCECOST> tag in the .xml file, causing COD to reject the records.
If the DL COA field is manually overridden, running the DLOUT process will reset the COA to 0, regardless of the override.
The issue affects only a subset of the loans originated, while other loans have the field populated as expected, from the Cost of Attendance on the student's budget record.
The issue is experienced after applying the 2023-2024 AID YEAR COD UPDATE fixes delivered originally in Patch 34669862, so the issue is not the same as the previous similar issues documented in Note 2939080.1 or Note 2896441.1. With a codeline current through Patch 34669862, all issues with the DL COA being incorrectly set to 0 are expected to have been resolved.
The issue can be reproduced with the following steps:
- Navigate to Financial Aid > Loans > Process Loans > Loan Origination and run the process.
- On Financial Aid > Loans > Direct Lending Management > Manage Direct Loan Application > Application Financial, identify a student with the DL COA incorrectly set to 0.
- On the same page, override the field to the correct value.
- Navigate to Financial Aid > File Management > COD Full Participant > Generate Direct Loan Data > Direct Loan Outbound and run the process.
- Re-check Application Financial and note DL COA is now back to 0.
