Symptoms
EOEN_Alert process not sending emails in 8.59.15 after applying Bug 34909840, to fix a separate issue with EOEN alerts.

Sample Replication
-------------------------
1. Navigate to Reporting Tools > Query > Query Manager and create a query.
2. Navigate to Enterprise Components > Events & Notifications > Alerts > Alert Definition, and create the Alert Definition for EOEN.
3. Configure Notification Registry via Enterprise Components > Events & Notifications > Notification Registry.
4. Navigate to Enterprise Components > Events & Notifications > Run Alerts to run the Alert.
5. Click the Process Monitor link to check the process has completed.
6. Navigate to PeopleTools > Integration Broker > Service Operations Monitor > Monitoring > Monitor Asynchrounous Services.
7. Check the email client of the intended recipient, and the email notification is received.
8. Apply Bug 34909840 to the same environment.
9. Rerun the EOEN_ALERT process.
10. Email alert not received.

The issue occurs after applying Bug 34909840.
