Symptoms
On: 8.60.02, Process Scheduler
Process Scheduler Oracle Open Cursor Buildup
Over time the Process Scheduler builds up open cursors in the Oracle database until the max is reached and the Process Scheduler log shows
PSPRCSRV.14946 (0) [2023-02-15T08:32:37.774] - - - (3) File: /vob/peopletools/src/psschdlr/schedulerrequest.cppSQL error. Stmt #: 1490 Error Position: 0 Return: 1000 - ORA-01000: maximum open cursors exceeded
Open Cursors are left open in PeopleSoft Oracle database from Process Scheduler requests.
Process Scheduler should not run out of Tuxedo Resource allocations to accommodate Process Requests.
Once condition where Max Instances for Process Scheduler requests are reached as in:

Batch Server will no longer process any requests and will error out with
Error Position: 0 Return: 1000 - ORA-01000: maximum open cursors exceeded
