EPY: CAN - Deduction Code Processed By PSPPYRUN Results As "Not Taken" But Causes A Negative in QIT Taxable Gross Where There is No Total Gross on Review Paycheque (Doc ID 2952751.1)

Symptoms

Deduction code processed by PSPPYRUN results as "not taken" but causes a negative in QIT Taxable Grosses on Review Paycheque Taxes.
 
Employee has 2 pension deduction deficiencies that the customer is using for plan type "General Deductions" that is processed by Pay Calculation program.  One deduction code is an After-Tax deduction and the other is a Before-Tax deduction. Both deduction codes subtract from QIT taxable gross since both deductions are pension deductions.

Both deduction codes end in a not-taken" status since the employee has no earnings for the pay period.

However, the Pay Calc program processes the After-Tax and reduces the QIT taxable gross by a portion of the "not taken" amount and this adversely impact year-end forms. The Pay Calc program works as expected for the before tax deduction that does not reduce the QIT Taxable Gross.


The issue can be reproduced with the following steps:
1. General Deduction setup for two deductions (After Tax and Before Tax) subtracts from QIT Grosses - Set Up HCM>Product Related>Payroll for North America>Deductions>Deduction Table
2. Enroll the employee into general deduction data and put in a flat amount for both deductions - Payroll for North America>Employee Pay Data CAN>Deductions>Create General Deductions
4. Ensure the employee is a Quebec employee - Payroll for North America>Employee Pay Data CAN>Tax Information>Update Employee Tax Distribution
5. Add an off-cycle paysheet for the employee - Payroll for North America>Payroll Processing CAN>Update By Paysheets>By Paysheet
6. Change the hourly rate to .000001 and enter an earning code ie. Y01 with hours at .01
7. Run the payroll calculation - Payroll for North America>Payroll Processing CAN>Produce Payroll>Calculate Payroll
8. Go to review paycheque and the QIT taxable gross is producing a negative taxable gross for QIT even though there is no total gross - Payroll for North America>Payroll Processing CAN>Produce Payroll>Review Paycheque
