Symptoms

SFP: Reassigned Award Years in Academic Years, funds returning and disbursements overlapping years

From the customer: at least 22 students where the Academic Years (AY) are getting reassigned to different award years. This occurred between between last week and Monday 12/12. It was discovered that a SAFI sent to SFP on 12/12-12/14 is causing the student's AY1 to move ahead to the following award year. For example, if a student's AY1 was 21-22, then after the SAFI the AY1 was changed to 22-23, removing 21-22 Funds and Enrollment from the Packaging Screen in SFP. The SAFI is the trigger point in these cases, however there does not seem to be any impactful changes on the SAFI that cause the AYs to be reassigned to subsequent award years. A manual repackage does not trigger the change when we try to replicate in TEST.

Below is a specific student example:
After the 12/5 SAFI was sent to SFP, the student's AY1 is 21-22, AY2 is 22-23, AY3 is 23-24, and so on.The student had 21-22 classes and financial aid disbursements in AY1. The student also had 22-23 disbursements in AY2. This is as expected and correct. However, AY1 is marked as the current year (noted by the start icon) which is incorrect; the current year should be AY2 for 22-23.
After the 12/12 SAFI was sent to SFP, the student's AY1 changed to 22-23. 21-22 is no longer on the packaging screen. In AY1, the 21-22 disbursements are now getting returned, and new 22-23 disbursements to be in "Pending Previous Award Year Cancellation" status. Then in AY2, the 22-23 disbursements are getting returned, and future 23-24 disbursements are in "Pending Previous Award Year Cancellation" status.

The issue can be reproduced at will with the following steps:
1. Load student files in correct order and observe results.
