E-WF: SendAll Email Function Stops Working after PeopleTools 8.60 Upgrade

Symptoms
The site has a custom Application Engine calls SendAll function to send emails. After PeopleTools 8.60 upgrade, emails are not sent to users. The following error shows in custom App Engine log.
