SQR Fails at HTML_ON Command When Run to PDF Output After Upgrade to PT 8.59.12 (Doc ID 2956606.1)

Symptoms

SQR program that uses HTML procedures (i.e. "html_on") stopped working after upgrade to 8.59.12 when running to PDF output. The program works fine as expected when running to HTM output but stops working when run to PDF output.
 

The issue can be reproduced with the following steps:
1. Run custom developed SQR that uses HTML procedures with "html_on" feature
2. Observe program no longer working to PDF output after upgrade
