Why does the Residency Data page (RESID_OFFICIAL1) behavior differently when accessed from different Navigation?

When opening the Residency Data page from the Navigation path Main Menu > Campus Community > Personal Information > Identification >Residency Data the user can scroll between careers within the 0 layer of the page. 

When opening the Residency Data page from the Navigation path Main Menu > Campus Community > Personal Information (Student) > Identification (Student) >Residency Data there is no scroll.

1. Campus Community > Personal Information (Student) > Identification (Student) > Residency Data
This version only shows one Academic Career at a time

2. Campus Community > Personal Information > Identification > Residency Data
This version only shows all Academic Careers and allows to scroll through all Careers
