PE: Administrators Cannot Access Items Outside Their Acad Org Security In AIR (Doc ID 2957273.1)

Symptoms


When setting up the Academic Item Types , some user can not search for these items in the Build Program Format pages.


The issue can be reproduced at will with the following steps:
1. Create the Academic Items and Item Types needed (Set up SACR->Records and Enrollment ->Program Enrollment-> Item Type or Item Type Matrix)
2. Created a new user PS_ENG and assigned security to Acad Org ENG only
3. Go to Build Program by Format (Curriculum Management -> Academic Item Registry ->Build Program by Format)
4. Provide necessary date and then Click the Academic Program Link
5. Click Create New Item
6. Provide the necessary details.
7. Click on the Progrm Link and Use Existing Item
8. Click on Academic Item Lookup
9. Navigate to AIR (Records and Enrollment -> Program Enrollment -> AIR)
10. Page is Not editable as expected
