Symptoms
A sample cluster environment is set up with Unified Navigation. After upgrading to PeopleTools (PT) 8.59.17 or PT 8.60.04, images are being corrupted when uploaded in a Rich Text Editor from the content provider database.
The issue can be reproduced at will with the following steps:
1. Log into Portal.
2. Navigate to Content provider > PeopleTools > Security > Password Configuration > Forgotten Password Email Text.
3. Add an image.
4. Observe the image is corrupted.
