Symptoms

On Student Admissions when user attempts to run the UCAS Transaction Process , Clearing Decisions are not sent to UCAS.



The issue can be reproduced at will with the following steps:
1. Student Admissions > UCAS Processing > UCAS Applications
2. Student Admissions > UCAS Processing > UCAS Decision Processing > Decision Processing
3. Student Admissions > UCAS Processing > Transaction Processing > UCAS Transactions

 Applying UCAS related bug fixes from CS 9.2.28 & CS 9.2.29
