E-CLOUD: Running Lift Utility Gives Error "TypeError: load() missing 1 required positional argument: 'Loader'" (Doc ID 2960193.1)

Symptoms

When attempting to run the Cloud Manager lift utility, the following error occurs.

  File "/tmp/LIFT_UTILITY/setup/../administer/psft_lift_oci.py", line 2242, in main
  cust_infra_yaml(upload_dpk_selection, env_type, silent)
  File "/tmp/LIFT_UTILITY/setup/../administer/psft_lift_oci.py", line 1019, in cust_infra_yaml
  display_psft_cust_infra(upload_dpk_selection, silent, env_type, uploaddata)
  File "/tmp/LIFT_UTILITY/setup/../administer/psft_lift_oci.py", line 1504, in display_psft_cust_infra
  psft_cust_infra = yaml.load(stream)
TypeError: load() missing 1 required positional argument: 'Loader'



The issue can be reproduced at will with the following steps:
1. Download the lift utility. 
2. On a command line, run the lift utility script - "sh psft-osl.sh"
