We applied Tax Update 23-B and receiving Pay011 error 000061 Maximum Leave Plans/Earn on all PAY_EARNINGS.

Although payroll calculations complete successfully, no checks are successfully calculated for all PS_PAY_EARNINGS rows.

The issue can be reproduced with the following steps:

1. Apply Tax Update 23-B

2. Create Paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets

3. Run the process to load Time and Labor to paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Load Time and Labor

4. Calculated and loaded retro benefits - Payroll for North America>Retroactive Payroll>Retro Benefits/Deductions>Load Retro Deductions

5. Run the payroll calculations - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll

6. Run the pay011 error message reports - Payroll for North America>Payroll Processing USA>Review Processing Messages>Payroll Error Message Report
