After Clicking Citizenship Link in Student Services Center, the Citizenship Page Does not Open (Doc ID 2961263.1)

Within the Student Services Center, clicking the Citizenship link results in nothing happening; instead of opening the Citizenship page, the wheel just spins and the application remains on the Biographical Details page. 

The Citizenship link works as expected, opening a new page, when accessed on the Add/Update a Person Component (Campus Community > Personal Information > Add/Update a Person), and there are also no issues navigating directly to the Citizenship component (Campus Community  > Personal Information > Identification > Citizenship > Citizenship and Passport). 

The issue can be reproduced at will with the following steps:

1. Navigate to Campus Community > Student Services Ctr(Student).
2. Click the 'General Info' tab.
3. Click the 'Edit Personal Data' box
4. Remaining on the Biographical Details tab, click the 'Citizenship' link in the lower right. 
5. Note the wheel just spins and a new page never opens.
