In Advisor Center or Self Service My Academics, What If Report Shows Rows in Wrong Order on the Page and PDF, and Duplicate Rows Appear on PDF

Symptoms
The What If Report, when produced in Advising Center or the Student Center My Academics page, shows the requirements in the wrong order - with Minors or Second Majors listed before the Primary Major. The wrong order is displayed on both the Advising Center page and the .PDF, and the .PDF also displays duplicate rows.
The report is expected to show undergrad requirements first, then ACAD Program requirements, then Primary major, 2nd major and minors, in that order; and the .PDF should only be displaying each row once.
The same issue does not occur if the report is produced from the Administrative page in the application.
The issue can be reproduced at will with the following steps:
- Run the report report in the Advisor Center (Self Service -> Advisor Center -> My Advisees -> Run Report).
- Review the results on the page and .PDF, nothing the order of requirements and duplicate rows.
- Run the same report from the Administrative page Academic Advising -> Generate Advising Report to compare the results.
Changes
The issue is seen after applying fixes from CS 9.2 Image 28, where the results were correct before Image 28.
