Incorrect Or No Catalog Available When Business Unit is Changed in Requisition Defaults Page

Symptoms
Application is not updating the correct categories when changing Business Unit on the requisition defaults page.
The issue can be reproduced at will with the following steps:
1. Navigate to eProcurement > Create requisition, landing on the requisition defaults page
2. Press on the Category look up
3. System is showing the correct categories linked to that SetID/BU
4. Change the Business unit on the requisition defaults page
5. System still showing the old categories and not showing the correct categories related to the new Business Unit.
Changes
The customer indicated that the issue is happening when upgrading to FSCM PUM 46 with PT 8.59.15.
