Symptoms
After migrating from PeopleTools (PT) 8.59.15 to 8.59.17, when an email notification is sent with Rich Text Format and with message formatting using colored font, it doesn't reflect the same color in the email text. Other formatting like the underline, boldface, and italics are working fine both in 8.59.17 and 8.59.15.

Sample replication
---------------------
1. Navigate to PeopleTools > Workflow > Defaults & Messages > Send WL/Email Messages.
2. Click Notify button.
3. Check 'Rich Text' checkbox.
4. Put some sample text with rich text formatting like colored fonts.
5. Click OK.
6. Check the email.
7. Email received with the message text not reflecting the rich text formatting used.
Changes
Upgraded from PT 8.59.15 to PT 8.59.17.
