For Students with a Valid Federal EFC of $999,999, the Prorated EFC is not Getting Calculated When the Budget Duration is Greater Than 9-Months (Doc ID 2964400.1)

Symptoms

When an ISIR is received and the EFC is $999,999 the Calc EFC button on the Correct 2023-2024 ISIR doesn't calculate the Prorated EFC if the Budget Duration is defined for more than 9-Months. The issue occurs when calculating the EFC either online or using Mass EFC Calc.

The issue can be reproduced at will with the following steps:
1. Load ISIR

2. Navigate to Financial Aid -> Federal Application Data -> Correct 2023-2024 ISIR Records.

3. For a student with an $999,999 EFC, click the Calc EFC Button.

4. After the calculation, click on the Need Summary link and scroll to the Non Standard Award Period and note the EFC is 0.00
