Dependent/Beneficiary Record Saves Without Dependent Beneficiary ID When Added Using CI_DEPEND_BENEF Component Interface (Doc ID 2967476.1)

Symptoms

When adding the first dependent or beneficiary for an employee using the delivered Dependent/Beneficiary interface, the record will save without a Dependent Beneficiary ID although that is a key field on the record.

Steps to reproduce the issue:

     1. Add a dependent/beneficiary for an employee who did not already have one using the CI_DEPEND_BENEF Component Interface without manually assigning a Dependent Beneficiary ID.
     2. Check the saved record and see that it saved with a blank Dependent Beneficiary ID.
