External Link Added to Quick Links Nav Collection For Manager Dashboard Gives "Invalid URL" Error When Clicked (Doc ID 2967873.1)

Symptoms

After adding an external link on the Quick Links nav collection for Manager Dashboard, users get an error on the new window from clicking on the actual link. 


The issue can be reproduced at will with the following steps:

  1. Create a Content Reference for the external link at navigation PeopleTools > Portal > Structure and Content
  2. Add this new reference to the Quick Links nav collection at navigation PeopleTools > Portal > Portal Utilities > Manage Navigation Collections
  3. Navigate to Manager Self Service > Manager Dashboard, and click the added link.
  4. The new window displays the error
