Symptoms
The HTML toolbar (Rich text editor) in pages is not visible after applying a PeopleTools Product Patch.
Also, the content of the edit boxes is not formatted properly and has html notations.
The issue can be reproduced at will with the following steps:
1. Update the PeopleTools product patch.
2. Use Re-deploy from psadmin to update the web server.
3. Test pages and see issue.
