E-IB: A Plus Sign is Being Added to Data Values to an Outbound JSON Request Message

Symptoms
When sending a JSON request message, the following error is received in the Integration Broker (IB) errorLog.html. When reviewing the request message, it appears that IB is adding a plus sign to all data values, causing the request to be rejected by the 3rd party.
The following error is seen in the errorLog.html
Steps to replicate:
-------------------
1. Create the outbound integration.
2. Send the request.
3. Open the errorLog.html, and oberve the errors above.
