ELM9.2: Multiple Notifications Sent To Learner if the User He Has Multiple Approvers On The Current Step

Symptoms
The learner gets multiple notifications when registering to a program.
This is happening when the approval type setup on the program has multiple approvers
Steps to replicate the issue:
1. Set up an approval where the approver can be more than 1 person (a user list using role is the perfect example).
Enterprise Components > Approvals > Approval Process Setup
2. Enroll in a program/class that uses the above approval.
Enterprise Learning > Learner Tasks > Search for a class or program and enroll/register the learner
3. Notice that the requester receives an email mail for each approver(if 2 approvers then 2 mail, if 30 approvers then 30 mail.)
