ELM 9.2: Changing Data Language in Nested Program Relationship Switches to Last Related Program

Symptoms
When selecting the Nested Program Relationship of a program and then changing the Data Language Entry, it redirects the user to the last Program in the Relationship List.
Steps to replicate the issue:
Pre-requisites: Enable Data Language field, in a multi lingual environment. (NavBar > My Preferences > Enable Multi-Lingual option)
1. Search for a program with another program defined in the sections.
Navigation: Menu > Enterprise Learning > Catalog > Maintain Programs page
2. Now, check the details of the program defined within the section of the program and use Nested Program Relationship link.
3. When changing the Data Language, the page loads the parent program.
