ELM 9.2: On the Maintain Program Page, the Changes Made to the Older Effective Dates Rows Are Not Getting Saved

Symptoms
When adding a learner group to a historical program row this change will save.
The component will not display any error but the Save action is committed.
Only changes on the most recent row are possible even if the most recent row is a future dated row.
Steps to replicate the issue:
1. Enterprise Learning > Catalog > Maintain Programs:
A program that has 2 rows with 2 different effective dates.
2. When trying to update the oldest row (01/01/2003) to add another learning group the page does not report any issues.
Add a new learning group and Save
Page is supposedly saved.
3. But return to search and load the page where the learning group was added and notice that it disappeared.
