Student Can Swap Into Class Without An Enrollment Appointment

Symptoms
Student is swapping a class for a session they don't have an enrollment appointment in.
The issue can be reproduced at will with the following steps:
1. Use as student who does not have an enrollment appointment
2. Log in to fluid self service > manage my classes > swap
3. Swap a class
4. Note the student can be enrolled in the swapped course with no message that they can not enroll at this time due to no enrollment appointment.
