E-WL: Applying A WebLogic Patch for PeopleSoft Environment Is Ending With, "Ensure that all the classes needed by the application have been compiled with a compatible java version" error message

Symptoms
In PeopleTools version 8.59.* while applying a Weblogic patch into "PIA_Weblogic" log file located under "DOMAIN_NAME\servers\ADMIN_SERVER_NAME\logs\DOMAIN_NAME.log" the following error message is being returned:

Ensure that all the classes needed by the application have been compiled with a compatible java version. java.lang.UnsupportedClassVersionError: org/apache/ws/security/WSSConfig has been compiled by a more recent version of the Java Runtime (class file version 55.0), this version of the Java Runtime only recognizes class file versions up to 52.0
