E-HC: Filter Not Working In the Health Center Kibana Dashboard (Doc ID 2970158.1)

Symptoms

Health center dashboard filter is not working. When choosing an environment in the Health Center primary dashboard, Application Server and Process scheduler visualizations are not visible for some environments and Web server visualization is not visible for some.

The issue can be reproduced following these steps:

1. Navigate to PeopleTools -> Health Center -> Health Center page.
2. From the first visualization, select any environment from the pie chart and scroll down to notice that the some of the other domain visualizations doesn't show any data.
